WHAT IS DIWASS?

DIWASS is a new European waste shipment surveillance system that introduces a qualitative change in the way waste operations are controlled and reported. It is not another local database or passive registry - the platform is designed as a real-time tool covering the entire waste shipment chain within the EU.

Its main objective is to effectively control cross-border waste shipments and to harmonise the rules for their supervision throughout the European Union. The system is intended to enable administrations to react quickly to irregularities and to provide legally operating companies with clear, common rules of the game. It will organise the roles of generators, intermediaries and transporters, shifting responsibility to specific actors and specific stages of the operation.

The genesis of the DIWASS system stems directly from EU efforts to tighten the waste market and combat illegal exports.

The system has been developed on the basis of the new Regulation (EU) 2024/1157 of the European Parliament and of the Council on waste shipments, which replaces previous regulations and introduces mandatory digital monitoring of waste shipments in the EU.

DIWASS will not replace national waste transport registers or environmental records - but complement and integrate them at European level. Nor will it be an optional IT solution or a transport exchange. Instead, it will become a mandatory element of the new legal order in waste transport, which will have a direct impact on the day-to-day operation of companies across the EU.

WHO NEEDS TO REGISTER?

DIWASS will only apply to the international shipment of waste. Accordingly, the following entities will have to register (or be explicitly identified in the process) in the system:

producer/waste holder (the entity from which the waste „comes” and which delivers it for shipment)

waste carrier (the company actually carrying out the transport of waste between countries)

waste transport organiser (e.g. logistics co-ordinator, carrier selection and operational lead)

waste consignee/waste management facility (the entity receiving waste in the country of destination and responsible for its recovery or disposal)

waste intermediaries (brokers, dealers, brokers - entities involved in the transaction or transfer chain, even if they do not carry out the transport)

In practice: if a company is involved in any way in a cross-border waste shipment, DIWASS will include it at the level of identification and responsibility in the process. This also applies to non-EU companies - even if they will not be actively involved in the shipment, they must be present in the register so that others can select it from the list of available participants.
